Recently I saw similar issue and it was caused by query to Alerts resource, which timeouts. So as temporally workaround we  recommended to create view without this Alerts resource for user accounts and this solved customer issue. Can you try this ?

 

Also when timeout occurs, you can save error locally and there will be time when this error occurred. You can then go to C:/ProgramData/SolarWinds/Logfiles/InformationServiceV3 and there are OrionInformationService log files. Most likely there will be some error on exactly same time. This error can then tell us more about what caused your issue,  but this step is optional. You can just open support case for your issue and support will assist you in gathering log files. One recommendation is to save error report when timeout occurs and add it to grabbed log files.
